About this guide
The Rational Independent Voter Guide breaks down ballot measures so voters can see past the headlines: what a measure actually changes, who wrote and funded it, how it interacts with other measures, and how it lines up with your values, not a party's.
Two layers, kept separate
- Decoder (neutral): built from the official pamphlets, the Legislative Analyst, campaign finance records, and reporting from across the spectrum. Every claim is sourced, and each side's claims are checked against the legal text.
- My Lens (personal): one voter's values applied as a scorecard. It shows reasoning, not a recommendation.
How claims are rated
- Supported: backed by the text or reliable data.
- Partly true / Overstated / Misleading: contains truth, but framed to leave a false impression.
- Unsupported / False: contradicted by the text or evidence.
- Pending: not yet verified. Treat it with caution.
